the reason for this question is because we are reroofing and we stripped off 3 layers of shingles to get rid of this problem.--- My dad wanted to know

It is the plywood that goes on the rafters. Then you apply membrane, tar paper and shingles

If the attic wasn't probably vented it is likely, if I understand the question. Also if there were in leaks. I'm assuming you have some rotten spots. If the attic isn't vented propably, then make sure you add what ever vents needed to prevent the problem in the future.

3 layers of shingles is the limit in my area. This is because it is a weight issue. Shingles are very heavy. While it's being done why don't you go out and try to lift up one of those packages to get an idea of how heavy they are.

When the shingles need to be replaced or if there is a leak in the roof, then all 3 layers, tar paper and ice membrane will need to be removed for the new stuff to be installed. It will also allow the roofers to inspect the plywood for damage and rot.

It is not typical for them to replace all the plywood. The roof would have to be in very bad condition for them to do this.
