Shivering is a poorly understood disease involving involuntary msucular movements of the back legs & tail, it can also affect the front legs. It is possible that is is a nervous disorder triggered by virus infections such as strangles. It can be difficult to diagnose as signs occur irregualrly but moving the horse backwards makes the symptons more apparent. As the horse moves backwards he may suddenly hold a foot up & away in a flexed position which will start shaking uncontrollably. The tail will be raised & shivering too. There is very little treatment for the condition so the prognosis for a shiverer is poor but mild cases may possibly be worked for a while.

what exactly do you mean, if you are talking about the horse kinda flinching when you brush it's back it can mean that either their back is sore or some horses have thin skin like thouroughbreds and you may be brushing too hard
