If your are referring to ransfer rate on your internet connection, you might have some spywear installed. Get adware for free from lavaSoft. Click on my search engine, check out my site, it might interest you.

You might have a virus or spyware, or if you have toolbars like google, yahoo ect. they could do that if you do not set it so that the toolbar does not send stuff, only receive.
