The ascendant is the point of the ecliptic that is on the mathematical eastern horizon at the date, time, and place of your birth. The ecliptic is the path in the sky where eclipses occur, and it is defined by the plane of the Earth's orbit around the Sun.
For what it's worth, it is theoretically possible to be born without an ascendant ... or with all ascendants ... if the ecliptic exactly coincides with the horizon at the date, time, and place of your birth. This can occur on the arctic circle.
