Not to be sarcastic, but if you have to ask the question, then you aren't an entrepreneur. If you were one, you'd be doing what it takes to be successful as one, and that's doing the thing that you like to do more than anything else.

Do what you know. Do you have a background in IT? Specifically what? Go from there.
NETWORK -- most of the time its about who you know.
Develop your business plan. move on - find capital, then to resources (current/past/future - material and immaterial), this basis will help facilitate your ideas and production requirements.
