Well, the old 36-24-36 number was considered "ideal." I read in Allure that some plastic surgeon considers a waist-to-hip ratio of .67 ideal, meaning your waist is 67% the size of your hips...same ratio as the 36-24-36.

The average pants size of women is a 13. So I would have to say anything under that.

I think when youre happy with your body you could consider yourself having a small waistline.But really i would say less than 30".
