Today i'm at home, heard steps coming up to the door. I got up to see who it was, and I see my landlord running down the stairs. She saw me through the window on the computer and took off. What are your thoughts?

No. she must call you within 24-hours in advance to schedule a visit with you between 8AM to 6PM. My advice is change the locks and don't' tell her. Regarding this incident, give her a call and warn her that if you see her again in your home you will call the police and file a legal complaint {lawsuit} for invasion of privacy. You're paying her rent, you are not living there for free. Many landlords claim they have the "right" to come in when they please, WRONG!

As a past landlord, I did have the legal right to come into any home whenever I like.
I prefer to call a day or so in advance in order to let them know that I plan on stopping by.
If they say that they wont be home, then I would remind them that they dont need to be home.
I always ring the bell first before using my key.

It isn't ethical, but as far as illegal, it depends on your lease. Typically, a 24 hour notice should be given, with a reason for entry. The fact that she ran out as soon as she saw you is very suspicious, whether legal or not, you should speak to a lawyer about getting out of that situation. Who knows why she was there in the first place.

your landlord must give you 24 hours notice

get a copy of tenents rights at the law library
usrally located at the court house just ask someone they will be able to direct you

the only time that she should be in your home without notice is if there is an emergency like water is running out the door fire ect

That's a little weird. As far as I know, a landlord has to give you something like 3 days notice before entering the property.

Your landlord must give notice (typically 24 hours) of their intent to enter your home for inspection or to perform repairs. You may restrict this to "reasonable hours only". Your landlord may enter without notice in emergencies.

I would call her and ask her what she wanted.

Ethical - not at all
Is it legal? I'm not too sure, but I'm sure it is. Nothing stating that an honest query to the company managing the site couldn't answer or a local Lawyer.

If she didn't come in, then no harm. But if you suspect she's coming in when you aren't there, I guess the only thing you could do is set up a camera to catch her. It is illegal for her to come in, unless she fears for her property (like you are growing or manufacturing drugs, fire hazards, etc...) But I think she still has to let you know. I'd be creeped out.

if she was coming to open the apartment for someone to do necessary repairs, maintenance, etc, then this is OK/legal not to give notice.

however, if she gives you 24 hrs advance notice, then YES she can come in, etc.

but just coming in unannounced to snoop (which is what it sounds like to me) is freaky, unethical, and most likely, unlawful.

i'd go to her and ask her immediately what it was she wanted when she came to your door the other day. call her out on it! maybe she'll stop!

No,It's still considered your residence,He can only come into your home with your permission unless it's a serious emergency,ie, gas leak,Flood from pipe burst,no other reason for him to be there without your approval.
