Nipsey Russell told that joke decades ago. Thanks for resurrecting it!
"The opposite of pro is con.
That fact is clearly seen.
If progress means move forward,
Then what does Congress mean?"

First -- it is an onld joke.
Second -- you got it backwards. it should be "If Con is the opposite of Pro -- then Congress is the opposite of Progress."
Third -- is a Confessional the opposite of a Professinal?

It's not a bad joke. But "con" has more than one meaning; that's the flaw in the reasoning.
