Yes, there are local ordinances that define parking for residential areas and some of these limit the number of vehicles parked on the street overnight by assigning passes or decals. I know of one private community that limits how many cars can be parked by issuing each home owner a certain number of parking passes.
However the good news is that in most areas of the state parking is unregulated.

No state law I'm aware of, but you might run into an ordinance for a town which limits parking, check with your local police department. Some communities will not allow RVs or commercial vehicles to be parked in residential neighborhoods for example. (Jay Leno is different, he has enough garages to put them all out of sight I'm sure.)

There is not a state law. But there are CC&R's within certain communities that restrict what kind of vehicles you can bring into the community or where they must park, and how long they are allowed to be parked within the community.

yes it is a city ordinence that a household of 5 person's can own 2 motor vehicles and 3 off road vehicles. Off road not neccessarrily being motorized.

Not that I'm aware of. I know if you have many broken down cars littering your land/yard then a county or city may demand you to remove them or pay a fine.
