My younger brother has a birthday coming up. I want to get him a game that is appropriate, but still fun for anyone to play.

First, you might want to edit you post and add your brother's interest, 'cause with only 11 years old, you can only say all general games from Nintendo, which are a lot. Mario Kart would be good, but if he hates racing? I'd suggest taking a peek at http://www.gamespot.com , http://www.ign.com , http://www.gamefaqs.com (To look what the game contains).
Otherwise, I suggest Super Smash Brother Melee, it's good for everyone and all age, or Mario party too, all kids like that.

mario games, but, if he likes war games get freedom fighters. it is rated "t" for teen. it is a very fun game.
