No, the water doesn't have color. The water changes the surface characteristic of the object. The reflected light is not as diffuse as it would be from a dry surface. You get more of the true color of the object when the surface is more regular. It's like the difference between looking through plain glass versus looking through frosted glass.

The molecules in the water may block some of the light that is normally reflected back from the dry object. Just guessing.

Wet material does not reflect light the same.
