Where do you get that idea from?
I'm English and I'm not rude, the English aren't rude its just that the whole world hates the USA but the USA are so big-headed that they cant be bothered to learn other languages so they only notice the English being rude to them

I've never met a rude Englishman / Englishwoman. I've met English people that are reserved, but never rude.

I think rude people are anywhere. It has nothing to do with language and more with education, emotional connection, empathy, etc, etc...
