I'm watching NASA TV and there's a horribly annoying echo when the astronauts speak.

It takes time for the astronaut's transmission to reach earth. Space communication is achieved through different tracking stations that are set up all around the world (because you can't transmitt anything through earth when you're on the other side--it simply to huge a barrier and the electromagnetic waves aren't stong enough to go through). These stations receive messages from space and relay it to the MCC (mission control center), which is in Huston. So there are a lot of delays in the process.

NASA is available only on DishTV on channel 213 or on HDTV but I don't know the channel there. As for the echo, I don't know... I haven't noticed it. Could be the audio was going through loads of repeaters before it got out onto the air. It doesn't do it all the time, anyway.
