They have a right to live wherever they choose. You know and I know that many of these people dont have any plans to get work thus keeping themselves down. But it doesnt matter where you live, there is always a way to pull yourself out of a hole. I once lost my job, got evicted, was living in my car and went on welfare for food stamps and a small amount of money. This lasted only 2 weeks because of my motiviation to bring myself back to where I was before. What is it we can do to actually motivate these people to change their lives because they have so many resources available to them for free.

they have the right to live where they want and do what they want; the issue is should they get welfare. Up to the state that person is in, but generally if you make yourself unavailable to at least attempt to pretend to be a productive member of society, they can be denied.
