Here's a couple of topics:

Lack of application of current research in the development of the laws driving education... as in, NCLB's expectation of 100% of all children reading at grade level, etc.

Application of researched instructional methods in large-group settings across varied student populations (most instructional methods, especially remediation, are based on 1:1 and small-group interactions rather than large-group instruction).

As a holder of a teaching license in Integrated Language Arts, Gr. 7-12 in Ohio, one area I think that would be fascinating to reseach would be the development of spelling and grammar rules in electronic communication (IM and email), the preferred method of communication for adolescents today.
