SF has a lot of good date restaurants. The Waterfront on Embarcarderro is really nice. You can sit in the outdoor covered patio and have a beautiful view of the Bay Bridge. The food is delicious. Very pricey.
Theres also Boulveard on Embarcarderro. The view isn't as great as the Waterfront, but the food is great. Very pricey.
Down in Ghireldeli Square there's a modern Vietnamese restaurant called Anna Mandera. The interior is absolutely BEAUTIFUL. It's multileveled with private sitting areas. There's a small indoor fountain that leads up to the bar where, a live band plays. Very pricey.

Fleur de Lys on Sutter is the most romantic mainstream restaurant in SF, but it's a little too popular. If you want a place that's not advertised so heavily, and is more of a well-kept secret, AND if you'd rather eat Northern Italian food than French (which tends to be pretentious and overpriced) then I suggest a place called Milano in the 1400 block of Pacific Ave (also SF).

If you like seafood McKormick and Cullitos down by the wharf has one of the most extensive seafood menus I've ever seen. It now occupies the building once housing Maxwell's Plum. After dinner you can ramble over to the Buena Vista bar for a nightcap.
For something Asian there's Betal Nut, a local favorite.

Here are two of my favorite italian restaurants in SF, and they are both really good and would be great for your gfs birthday. Check out the websites and also look at citysearch.com. You can read reviews on many restaurants in the bay area and find one that is perfect for you. Have fun!!

The most romantic spot in S.F. Hmmm.
Julius Castle probably will win her heart. The view is the best around and it was the setting for the 1950s movie The House on Telegraph Hill. The food is only so so but she won't notice.

There are thousands of great restaurants in SF. One of my favorites is Mona Lisa's in Little Italy. It is small and quaint, and very romantic....the food and service is great!!!!
For Manterey, try the Chart House or the Duck Club in The Monterey Plaza on Cannery Row. I personally think SF is the best for what you are looking for.
Chicken Marsala is absolutely delicious!!!
