CARB means California Air Resource Board...they are in charge of establishing emissions standards, etc. So "CARB legal" means that the vehicle can pass the exhaust emissions test.

On the dirt tracks there are always restrictions of the carburetor you can run. We are limited to a two barrel in Super-Stock on the track where we run. If you're talking street cars you must be in Calif. where emitions are heavily controlled, or dealing with importing some cars! If these are useless to you; well, so am I!
