There are severe restrictions placed on American's living in the Philippines. Up to 21 days does not require anything other than a passport. If you want to stay for an extended time you will need to acquire a special Tourist Visa while you are still in the U.S. You must go to your local Philippines Embassy in person to acquire it. There are only 3 in the U.S.:

Consulate General of the Philippines in Chicago
30 North Michigan Avenue Suite 2100
Chicago, IL 60602
Chicago
Phone: (312) 332-6458
Fax: (312) 332-3657
Web Site: http://www.chicagopcg.com/contact.html
Email: phchi@moon.igcom.net

Embassy of the Philippines
1600 Massachusetts Avenue, NW,
Washington DC 20036
Washington DC
Phone: (202) 467 9300
Fax: (202) 467 9417
Web Site: http://www.philippineembassy-usa.org

Philippines Mission to the United Nations in New York
556 5th Avenue
NY 10036 | (Between 45th and 46th)
New York
New York
Phone: (212)764-1300
Fax: (212)840-8602
Web Site: http://www.un.int/philippines
Email: misunphil@aol.com

Call first as it usually takes 2 days to get a Visa although New York will issue one the same day in some cases so the others probably will also. The Visa will last for a total of 59 days.

My husband(?) has been there for 4 months. This is his 2nd trip. All I have to say is good luck and if you've never been there try it out first. I know I could never live there I admit it I am way too spoiled.
