all i want to do is scan a pic and change the colors on the pic to a defferent color?

You can only do that with an image editing software. once the image is scanned, open it up in your image editing software and there you can change the colors.

You can create a new color layer,
You can paint over the original colors,
You can use a replace color command,
You can create a new Hue/Saturation adjustment layer,
the possibilities are only dependant on the software you use.
