Referees generated more controversy than usual at this World Cup, to the chagrin of some fans, by handing out a high number of yellow- and red-card fouls, while goal-scoring was down.
Going into the weekend's final two games, 336 yellow cards were issued, compared with 272 in 2002, while this year's 27 red cards surpassed the 22 handed out in 2002.
Some game officials paid a professional price for issuing the cards. Russian referee Valentin Ivanov, for example, was left off the list of quarterfinals referees after issuing a record 16 yellow and four red cards in one game. But Strickland disagrees with fan complaints about the foul calls, saying that, with the exception of a few individual games, the referees delivered what FIFA officials wanted.
"They wanted less time wasted by players kicking the ball away, less dissent from players and less mass confrontations," he said. "And when you take out the cards given for diving or wasting time, then there weren't that many (yellow cards).
