Use Firefox, it comes with a built in pop-up blocker that gets most things.
Then install the extension Adblock (Tools->extensions->Get More Extensions -> search for ad block). This is an extension that can block unwanted javascript, images, embeds, etc. which will speed up your browsing and block even more unwanted advertisements

There are pop-up blockers that you can download, but the latest version of Internet Explorer comes with one. Update your IE at microsft.com if that's what you are using now.
If you are running a blocker and you are still having problems then it's probably spyware or adware that you have lurking on your system. You can download a program called Spybot Search and Destroy for free and it will help tons.

Do these windows popup automatically without even browing the web? If so you likely have spyware. Download, install and run Windows Defender from http://www.microsoft.com it's a free download and should clean up the problem.

GO TO START...CONTROL PANEL....INTERNET OPTIONS AND RAISE YOUR SECURITY BAR....DELETE YOUR COOKIES AND DELETE ALL OFFLINE CONTENT (FROM THE SAME BOX) IF THIS DOSENT WORK YOU HAVE A VIRUS GO TO DOWNLOAD.COM AND GET ADAWARE AND SPYBOT ITS FREE AND RUN UNTIL YOU GET NO ERRORS.
