You could try the despised Job Centre, there must be one close to you, they have starter packs that give an outline of what you need to know, and they sometimes offer limited financial help especially if you plan to employ other people.

Well, I don't know where you live, so I am not sure as to exactly where you should go... First, you need to have the entire concept from A to Z thought over, and don't forget all of the underlying issues (ethics, business plan, etc.). Present your idea to a few well- known people in your area, that may be interested in this field. They can become sponsers and give money to start your business, and in turn, they will get a share of it (sort of like a stockholder). This is just bottom line starting a business.. You need to contact a financial institution in order to get loans. You can even apply for a business visa, to cover some of your business' needs... Good luck!
