Well everyone seems to have forgotten Pamela Anderson not the greatest actress in the world granted but when you see her in that red bathing suit on Baywatch ohh boy,thats if you are just going for the sexiest.
If you want the total package then i would say Angelina Jolie when she was a blonde in Girl Interrupted,she totally stole that film away from Winona and was she hot as hell
