it look like it's missing the top and bottom layer of silver and it's very thin, about a third of a regular size dime. very good condition.

Yes this error is called Missing Clad Layer Error.
If it is minor it is about $16.00.

The fact that it weighs less is a good sign that it is real.

Here is a 1978 with only one layer missing selling for $125.00

Nope.
You'll probably have trouble using it in a vending machine too if that much has been removed from it.
