It depends where you need to post it, you can make it in Photoshop and save it for web, so you will have a static and very light file.
You can do it as a gif animation which there are lots of programs to generate it, including Flash but you'll have a much larger file and not very good image quality.
If the site you're going to post your ad in, accepts flash file, I really recommend this, expecially if you can make a nice vector based design. which will produce a very light file with animation. For this you can use Macromedia Flash, or other software that exports files as swf, I recommend Flash or Swish

You'd want a picture editing program to make it. You could use paint for something basic, or download the free more advanced paint.net, or the very advanced, photoshop alternative, GIMP, all for free.
The codes would just simply be an html image tag, and a link tag if you wanted it be a link. You can search for these simple codes online.
