I heard a commercial yesterday about something stupid and the guy said he regrets doing what he did but he will be" paying for it in spades". whats is mean?

Spades is the highest suit in contract bridge, and many other card games where suits are ranked. (Clubs, diamonds, hearts, spades.) It is the most powerful suit, and the relation to winning decisively is a logical extension.

Thus far, the US is not seeing its top earners leaving the US to escape taxes, so the tax level is not too high. The main reason these people stay is that they make far more by living in the US and paying the tax than they would by living and working somewhere else with lower taxes. Imagine a Wall Streeter or a Hollywood actor trying to come close to the same earnings working in Andorra or the Cayman Islands. Not gonna happen.
