maybe I should further clarify, do all birds who can fly, float?

Yes most birds float, but not all.

Some diving birds (and flightless birds) have lost the ability to trap air in their feathers and their feathers are not as tightly packed as the birds of flight and floating birds do. This causes the namesake feathers to get "wet" and they can drown if they do not know how to swim. A classic example of this is the Gallapagos cormorant.

The air-trapping feather, hollow bones, and enlarged lungs of most birds mean that they tend to be pretty buoyant and good at floating. In fact, most diving birds need a variety of adaptations to allow them to become efficient swimmers.

Loons have thick, heavy bones, with legs set far back on their body so they are better situated to propel the bird through the water. Grebes have many of the same adaptations, but to a lesser degree.

More extreme adaptations have resulted in birds like the penguins, which have completely lost the ability to fly in order to make them more efficient at diving. They are much denser in body structure than other birds, helping them to sink.

Yes, just like humans, birds can all float, usually they will panic if that is not their element, just like people, they can drown if they panic. Young birds usually dont float aswell as adults can, because they dont have their feathers yet. Feathers are filled with air, so they act almost as a life preserver, the lungs, and hollow bones of birds also allow them to stay afloat.
