You need a video card with "TV-Out" capability in your computer. This will include output ports for the usual RCA-type video cables. (just like the video cables from a digital camera)

Then just connect the cables between the pc and vcr, start playing what you have on the pc, and record away!

if pc has graphic card with tv out you get an s video jack cable and connect to pc then to your tv. you also need a 1/8 inch audio to rca jack plug and connect from sound card on pc to tv.
