My management company is completely incompitant, and I told them I wouldn't pay rent until the repairs from before I moved in three months ago are done. I haven't gotten a response yet, so I'm wondering if they can do something like evict me?

You must pay your rent.
Review your lease agreement for their responsibilities. Generally, what you can do is to notify them in writing (certified mail), of the repairs that are required, and your intent to have the work done if they don't. If after 30 days they still have not initiated repairs then you can have the repairs done and deduct the cost from your rent. You must be able to show documentation of expenses. If the repairs present a health hazard you can contact the health department. If the building is unsafe to inhabit you can contact the county code enforcement.

I'm not certain where in LA you are, but I had rentals in Pasadena where you could call Code Enforcement to complain. If the repairs not being done are causing unsafe habitation or health concerns, contact the Health Department. Also, many areas of LA have Tenant Landlord Resolution. Check whether your city has a defined complaint process. At the same time, make a complaint to the Better Business Bureau about the Property Management Company.

In many areas, if you have notified management of the repairs in writing and they have not responded, you can pay a licensed contractor to perform the maintenance, present a copy of the bill along with your rental check with the deductions for the services after 30 days.

It is saddening to me that so many landlords do not provide good customer service and protect their asset, the property!

Never just stop paying rent.

Read your lease carefully and find out exaclty what is the responsibility of the landlord. Send a certified letter to the landlord. Follow up with another a month later.

If you still are not getting any satisfaction, talk to a lawyer.

pay your rent. Not paying is just going to make you look bad and give them credibility. Call the city and complain about the owner. Slum lords are a big problem in Los Angeles.
