What do you call it when every song on an album seems to be written in the same 4/4 dum-dum-dum-dum speed or pace? (and I don't mean "boring", I mean, is there a musical term for music that all follows the same consistent speed and pace?)

Speed & pace in musical terms is known as Tempo. What you reference as 4/4 is the Time.

I don't believe that there is a term to describe an album on which every track has a consistent tempo and time signiture. I could be wrong though.
