I want to start a business(selling a frozen product) but need to make some cash with it before I go any furthe

I already have my building and it is equipped with all the things that I need. However to get the business name,papers,etc in line as far as the legality to sell to stores goes I need a little more cash. Does anyone know if you can make so much($$) as an individual before it counts as an actual business? If so what might that $ amount be? I am operating in Texas.
