You need an animation program and a paint program. I wrote a nice tutorial on it on my website... here is the link to it: http://www.rock-on.org/blinkietutorial.htm
Here is what it says:
What You Need
>>Any program to make graphics in, such as, Paint or PSP.
>>An animation program (Jasc or something like that)
Directions
1. Open your paint program and draw your first image.
2. Once you get your image done, you need to make a series of images. Save each image as a different name.
3. Now that you've done all that, open your animation program. I use Jasc Animation Shop 3 (comes with PSP8).
4. All animation programs are the fairly created the same, they just have different buttons and words for things. In your animation program, find the button that says something like new animation, animation wizard, or make new animation. Click that, once you find it.
5. Then, depending on the animation program, there will be a pop up letting you choose the images for the animation. Find where you saved the series and open the first one you made, to the last.
6. After, there should be a button that says Animate. Click that and that will show you your animation. Now just save it and your done!

First let me say I teach both graphic arts and animation at the local college here so you can trust my answer.
First many trade and colleges now teach this as regular course work so your first steep would be to contact schools near you.
Second there are several on line groups that share tip tricks and basic skills for people like you who are just learning.
these groups use programs like 3D studio max and Maya
these are very pricey programs!
there is an open source group
www.blender.org
these people have a free open source program
and many free training Ade's you may want to look at...
another modeling program is called Alice you might want to goggle it. very small but great to learn simple scripting basics

If you're talking about computer animation, you should definitely take a look at Blender. It's a completely free and *extremely* powerful 3d animation package.

There are many downloadable programs you can use (but of course, you will have to pay for the really good ones). Then there are books at bookstores that teach you how and even include a free disk of the software.

this can be done via many programs a good place to start is with flash pro 8, also with 3dmax and photoshop for the graphical pictures.
