Not sure what high or small nails mean. If you mean long or short nails, then definitely, shorter, well manicured nails are more attractive than long nails.

I think really long nails look ultra trashy. A little lenght is OK, but no jewels or tacky airbrushing. Short nails are the best though.

I think short, well taken care of nails are fine. I usually wear a french-manicure pink (it's kind of a milky color, not clear but certainly not solid) on mine and I think they look very nice. It makes my hands look very tan.
