Because of how the law works. Americans can only go after Ken Lay (or his estate) because he and not his wife is the one who did the wrongdoing. They cannot go after his wife since she did nothing wrong. And at the time of his death the money immediately becomes hers if it is in the will, not when it is read but when he dies. So the money belongs to her and cannot be taken away from her because she didn't do anything.

It really has nothing to do with George W., and that kills me to admit! Once you die, your convictions are wiped clean - no conviction for stealing everyones money means no basis for lawsuits. just hope that skilling doesnt die, because hes got more $$$ than Lay did!
