Not to be a stickler for detail, but the clip is actually tagged on to the end of "Have a Cigar". It seems to me that it's just random, short clips that are meant to simulate a radio being tuned, which sets up the sound for the guitar intro. What we are supposed to be assuming is that Gilmour is in his bedroom listening to the radio, and decides to play along (that's why you hear the clearing of the throat and the stereo guitar sound when he starts the accompanying solo). If the clips were anything substantial, then my guess is that credit would have to have been given in the liner notes.
