can i replace the bearings

see if you can clean and lube the bearings. they get dirt in them and go slow, but sometimes you can douche it with WD40 or a silicon based spray lube.

I don't know about bearings, give it a good wash with a pressure washer and maybe some wd-40 to loosen them up.

Put them in File #13 and go buy you some real wheels like Crager SST's.
