Because the ball doesn´t have a lot of weight, may be the difference in strength is not important? Theoretical physics of course say that force makes acceleration and acceleration makes speed. Pitching is all about the mechanics. Thats why a little guy like Pedro Martinez could whip the ball up the in the 90's just like 6'10" Randy Johnson. However there is strength involved too. A pitcher must have strong legs to develop power to throw the ball as hard as they do.

Theoretically a woman could be a good pitcher but more in the Jayme Moyer mold who does not throw hard put is tricky and changes speeds. To be a power pitcher who throws hard you need incredibly strong legs.

it's mechanics...the better your mechanics and the more power you put behind the ball the faster it will go...so i guess size would matter too...skill would be for the hold and release point...but you could also cover those in mechanics so skill is just for placement of the pitch..
