When I try to click on any folder the explorer stops responding.
I have folders on my desktop and I cannot open those. And When I browse the net. USER.EXE throws an illegal operation at me. I have repaired and even reinstalled the latest Ie explorer 6

You need to run SFC.

Start in safe mode. Go to Run. Type SFC. Press Enter.
Scan for chnaged or corrupt system files.
Tell it where the cabs are.. usually C:/Windows/Options/cabs
Replace files
Reboot
Enjoy

I had a similar problem running WinXP. I couldn't open some folders using Windows Explorer. Turned out I had a virus/malware called "TaskDir.exe".
I downloaded a program called Prevx1 which cleaned it right up. The program is free for 30 day trial and can be located at:
