I'VE GOT IT !! The perfect solution !!? what do you think?

Sell lottery tickets for 5 bucks a piece that make Mexican's US citizens as a winning prize. 5 bucks times 12 million people is an easy 60 million a WEEK. 60M x 52 weeks = 3.12 BILLION DOLLARS that would help pay for the moochers sucking our system dry.
