Spielberg, and here's why: first of all, he is a master storyteller. He knows just how to make a film so that you find yourself caring about the story and the characters.
Second, he isn't just a filmmaker, he's an artist. He still edits on actual film, instead of digital (like most directors now) because he believes the look and feel of the film is different and irreplaceable.
Third and finally, he only makes films he really believes in. No one can pay him enough to sell-out and make a blockbuster. He doesn't care if his films make money...to him it is just important that they get made.

The Coen Brothers. They make some of the most visually spectacular movies without tons of special effects. The movies almost seem like something you would see in a painting, they truly do make works of art. O Brother Where Art Thou being the big one to come to mind for that point. Another point is their sense of humor. Their movies are hysterically funny. The Big Lebowski is my favorite movie and it is directed by them, it has both of the elements I just mentioned.

Raising Arizona
The Hudsucker Proxy
The Ladykillers (probably their weakest film)
those were all made by the Coen Brothers along with the other 2 i mentioned.

Peter Jackson or John Carpenter I like Jackson cause of the LOTR and a couple of other movies he did. Carpenter I'm a Fan of a lot of his movies

Spielberg is very good, but my favorite is M Night Shaymalan
Knows how to effectively frighten the viewer and is extrememly creative. Also there is usually a message in his films that strike a emotional chord with the viewer, IMO
