You can do a Yahoo search and find the lowest prices. by typing computer prices into a Yahoo search you'll get Pricegrabber, pricewatch, etc. I find that Tiger Direct, http://www.tigerdirect.com/ and http://www.newegg.com have very good prices. Getting the best price can really only be determined once you know exactly what configuration of your hardware and software should be.
That depends on what you need the computer to do for you and what configuration that requires. Do you want a desktop or is a laptop more suited to your lifestyle and the way you will need to use the computer? Will you need wireless access at a local coffee shop? Do you just want a basic computer for sending and receiving emails, chatting, and internet searching? Will you be sending and receiving music files, pictures, or video? Will you be typing formal letters, resumes, etc.? Will you be creating presentations for school, work, or other organizations? Will you be creating spreadsheets? Do you want to watch TV, movies, listen to music on your computer?
You can get a lot of good information regarding the configuration you should have based on your expected usage from your local electronics store: Frye's, Best Buy, etc. Find a real nerd in the computer area and tell him/her how you want to use the computer and they can suggest the configuration you should get. Also, if you're getting a desktop explain the physical space you will use - that may help determine any size restrictions on the computer hardware including monitor.
Also, consider your printing needs - do you need color, high quality, are you printing photographs?

Best Buy...always has a good discount deal but it depends on the overall quality you are looking for as their discount is typically on low end computers. If buying high end, I would get it at Circuit City...the customer service is much better than Best Buy and you can return with no questions asked.

Simple. Go online to officedepot.com, officemax.com, walmart.com, dell.com, compaq.com, etc. Just keep surfing and writing down specifics comparing them. I ended up with a laptop on sale Compaq top of the line for 400.00 brand new. Computer shops also sell refurbished which can be just as good and you pay less. Building your own from scratch costs just as much as buying a new one unless you already have parts. Older parts dont work with newer parts. Like old monitors dont work with new systems usually, and old systems dont work with the new and better CPU's. (central processing unit)
