My kids are 3 years apart exactly.
I wanted a double stroller that my toddler could get in and out of wiithout having to squish himslef to fit in little seats. This is what I found. It is called the "Sit and Stand" Stroller
http://www.strollerdepot.com/moreinfo.php?SKU=1008
And I bought it from this website too (as it is not available in stores).
I love it. It has an attachable bar to the front to accomodate ANY brand of infant carrier. The basket underneath has side elastics, so you can easily get to your things.
I am only 5'4" and I can lift it in and out of my car on my own.
My son loves that he has the option to sit when he is tired, or stand on the platform and ride.
The only drawback....no parent tray. So no where to keep your keys, drink, or cell phone on hand. BUT....looking at this website further today, it looks like the manufacturer has MADE ONE !! Horay! I'm going to order it too.
Hope this helps.

I would reccomend one that the seating is stadium style. It is called a tandum seating. This allows you to rest the infant seat in the rear seat of the stroller and your toddler can see the world ahead. They have double sun shades and an extended basket on the bottom. Very easy to lift and one hand folding. I found mine at walmart actually, but i have seen similar ones at toys r us. Hope that helps. My kids used it up until last year and they are now 4 and 5. It saves you having to switch strollers when they are older. my two fit in it comfortably. the seats recline too for those mid day naps.

I have this one http://comfort1st.com/jewrtwspaldo.html and I love it! It would be nice for your kids because it's roomy enough to fit your toddler, but at the same time, the seats recline, so you wouldn't have to worry about your infant falling out/sliding. The only thing I don't like about it is the sunshade thing...it's pretty pointless. Doesn't really block any sunlight unless you pull it down over their faces, but then they get mad and push it back up so they can see. LOL It's very light weight (compared to the Eddie Bauer tandem stroller I used to use...oh my God was that thing a pain in the butt) and easy to set up/put away. I love it!

i recieved a double stroller as a baby gift when I had my 1st set of twins. It is the umbrella kind. I love it because it is big enough for the both of them and it folds really compactly (most double strollers are very bulky). Good Luck!
