I don't think anything should be done to improve the number of goals but I agree with the person who said that the off-side rule should be changed. At the moment it doesn't seem as if ANYONE knows the rule properly. This, I believe will encourage more open football and, as a bi-product, lead to more goals.

By "improve" the number of goals I think you mean "increase" the number of goals. I for one do not think there is any need for improvement in that matter. Each goal is well fought for and well deserved.

The way to increase the number of goals will be to ease up on the offside rule. And that would encourage cherry picking (players always hanging around the oponent's goal, lurking in wait for the ball to come their way). That would not be fun to watch. In fact, we might as well be playing basketball with our feet.

All in all, I think things should stay as they are.

I would certainly like that, I like open football and not the kind of football played by Italian, French and, 2 years ago, Greece in the euro cup: once they score, they close themselves in the defense and that's it. No more entertainment. Zzzzz. I leave the "how" to the experts!

1- Cancel the offside rules
2- Give points according to the number of goals
3- Some basketball rules are useful, if you don't attack during a definite time you loos the ball

Have two referees, that way more of the defensive fouls and dives will be called. Eventually people will stop doing them, and the game will open up.

Change the offsides rule and eliminate the offsides trap.
