No, unfortunatly not, there is the no means no thing, but then people take into account what the victim is wearing etc and decide that she deserved it, just because she was wearing a skirt or whatever!
When in a court it comes down to he says she says, and many rapists walk free because the victim is broken down and torn apart by the defense (yeah really fair!) and the monsters are let out to do it again and again!
