Yes, and its usually thru an "Upgrade version" of WinXP. The setup will prompt you whether you want to "Upgrade" meaning install over the old OS or do a "New" installation which will retain Win98 as well as install WinXP to a separate partition or drive to create a dual boot system.
Installing WinXP over Win98 has pros and cons, you can retain most of your existing settings and programs that you had used in Win98 when you migrate over to WinXP but due to the differences in the way Win98 and WinXP operates, some problems may occur, eg, programs fail to start, conflictss,etc. But if you have legacy programs that only work in Win98 then you may want to do a dual boot system that will give you the best of both.

yea sure.. .easiest way... no errors.... after installations... though your installed program won't work anymore.... but you need to choose Upgrade 98 to Xp...
- - - - Cool thing is... when your Os gets badly.. affectted or damaged you can uninstall Xp From add/Remove programs and get back to Windows 98!

you can, you will jusat have to work out some bugs for a while, but it will eventually straighten up, better to format, or create a new partition and have both
