Sadly, it really isn't you at all. Why sadly? Because that means there is little you can do about this. Clothes come from other countries and there is no real standarization. Sometimes in one store you can get the same shirt made in two different countries and so it fits differently.
Here's what I've found: the better quality of the clothes, the better the fit. Companies like Walmart, Kmart, Target, Ross, Mervyn's, Marshals....they don't charge a lot of money for their clothes because they get them pretty cheaply. The clothes don't have any excess material in the seams, the thread used to bind the clothing is cheap, hems are minute or not there at all. And don't even try shopping at those boutiques in the strip malls! Those clothes have sizes that are way off, way different from what we expect as "regular" sizing!
But if you go to a (believe it or not!) JCPenny's (yup, Penny's, even a Sears) or Macy's or Nordstrom's or Eddie Bauer or Land's End then you'll see that the binding thread is a nicer weight poly/blend and the hems and seams have a little extra material to them. The overall quality of the garment is better, too. And, yes, the fit will be better.
It's sad to say, but it's really true that money talks. Just go into a Nordstrom's sometime and feel the material of the clothes, it's a higher quality. Try on the pants and I'll bet you don't end up with high waters. In fact, you may need to get them hemmed. That's what you do with better quality pants and trousers. They intentionally make them longer so you'll hem them. Here's another fact, when you order from places like Eddie Bauer you can order the length on some of the trousers and they will custom tailor them for you. Yeah, you're going to pay for it, but it's worth it!
Now, I LOVE shopping at Target for my daughters because I can get a t-shirt for around $16 and jeans for right around $20...but for me for work, I would wait and save up my money and get a nice pair of wool blend trousers that are lined and need to be tailor hemmed. Yes, I also buy myself the jeans, but for work, I can't wear jeans! So why buy some cheap suiting pants from Walmart that will bind and need to be tugged all day, that won't hang right (as in being too short) and won't feel comfortable. I'm worth more than that! And you are too!
At the size you are, a 3 up to a 5, you shouldn't have to worry so much about fit. Have a garage sale, sell most of those old hig water pants, and take the money and go buy yourself a nice quality pair of slacks from Nordy's or Macy's!!! You'll be soooo happy you did!

You are a little bit taller than the usual hieght for your size try a lot of different style maybe American Eagle.Different syles maybe longer.

Are you sure you haven't grown? I'm the same size on all of that and i have to roll my pants up a little so they don't drag usually. You probably have grown.

You're not toooo tall, but you can always try the "tall" sizes. If you can't find them in the store, they almost always have them on-line. Just buy styles you know you like in the "tall" size, and then they'll be nice and long.
