NO, It's a symbol of honor in the Russian community if a superior such as Putin touches you or kisses you. The Czars did it all the time. It's bassically a blessing, Putin is like a king and kings give blessings. ANd I dont rule a country, so i dont know what would happen.

I think it was just a publicity stunt, intended to make him appear a little more warm and fuzzy in the public eye. I really think the decision on whether his action was that of a pervert or not should be left to the Russians to determine.

that was bizarre. i found it a little disturbing. i think it would be one thing if he tickled the boy's stomach or gave the boy a raspberry on his stomach. putin even compared this random act as how one "strokes a cat."

It made me a bit uncomfortable but peoples ways of life are different all over. So maybe that is normal for people of Russia
