Who is the best comic supervillian?

The Joker has to be the all time best villain. He defines Batman, is Batmans Yin.
As far as "super"villain, (one with powers; super, mystical, mutant or otherwise), Magneto. As stated, he is fighting racism. He's not afraid of becoming a martyr for his cause, though he does not seek that.

The Red Skull, Captain America's arch-enemy.
Let me tell you why:

This guy has never, in 70 years, ever wavered, gone soft, capitulated or otherwise compromised his beliefs - sick as they are - to further his goals. Unlike some (Lex seems to want Superman dead but the slavish adoration of humanity as well, Dr. Doom claims benevolence to his countrymen, Darkseid will put aside his goals to protect Apokolips, Magneto is a softie for his race), the Red Skull is all about hate, baby. Always has been, always will be. Everything he does, from building an army to having a daughter, is with the expressed intent to destroy everything America stands for.

In my book, his dedication to his cause is what makes him the most dangerous of all. He's the anti-Captain America: he won't quit until the job's done.

I would say the Red Skull, main villain for Captain America.
Reasons are as followed, he has no nice qualities at all, he was a Nazi in WW2 and stayed evil ever since. He is also a clone of Steve Rogers(Captain America) so he has heightened strength and ability, He also kills not because he has to but because he loves it. He tried to kill his new born daughter by throwing her off a cliff because she was a girl and he wanted an heir. He had his own daughter's age sped up so she would grow up faster and brain wash her into being more evil.

Magneto is the best villain. He is a villain only because he sees the world as needed to be safer for mutants, and that can be related to racism. He's tactics are violent, but he just wants to end racism. Many real people have tried, or are trying to end racism in the same way, using violence, instead of peace.

The Joker is one of the tops for pure insanity and terrifying unpredictability; I have nightmares about him.

Ozymandias of the Watchmen is also up there, murdering three million to trick the world into giving up war.(What is it about atrocities that they seem justified if they are done to save other lives?)

Someone already mentioned the Red Skull, okay.

Mongul is worthy of note, if only for the a**whoopin he gave to Superman and his further plans as shown in the Black Mercy story. (Thanos and Darksied just don't get their hands dirty.)

And of course, the leaders of the Democratic Party....
