Sorry I send you to an Italian website, but I dont know a good site in English and it is too long and complex to explain here, however:
The flag was born in Reggio Emilia the 7 January 1797.
Red and white come from the national colours in the Borough of Milan, and green from the Civilian Guard in Milan. Soldiers were being recruited in Reggio Emilia.
The 3 vertical straps were inspired in the French flag, which in return was to do with the Napoleonic wars. Italy was a mosaic of independ states and most of them had flags in 3 straps.

It certainly does. As you'll know, it's a green-white-red affair, nice and simple, looks a bit like the French flag (blue-white-red) from which it was originally adapted (lazy peeps couldn't come up with their own)
Some people have tried to attribute some particular values to the colors, and a common interpretation is that green is for the plains and the hills, white for the snowy Alps, and red for the blood spilt in the Italian Independence wars. A more religious interpretation is that green represents hope, white represents faith and red represents charity. This interpretation connects to the three theological virtues.
