Maybe the cheats you were given are not correct. It's been awhile since I've played Sims 1, but here are the cheat codes that I can recall:
Cntrl + Shift + C ... this gets you in the cheat mode :)
"rosebud" gets you 1K
add ";!;!;!;!;!" and so on to rosebud ... each one gets you another thousand (I think)
If the rosebud thing doesn't work, try "klapaucius" which is designed for the unpatched version of the Sims

one cheat is rosebud (gets you $)
i had the sims1 but it didn't keep telling me that, so i want you to try (if you don't already) putting it in all lowercase, unless one of the letters in the word is capitalized, so i want you to try that okay

Maybe you're typing it in incorrectly. It has to be exact.
